Hollywood actor and anti-fracking advocate Mark Ruffalo has thrown his weight behind the campaign against Shannon LNG.

America’s New Fortress Energy is behind proposals for the onshore liquefied natural gas facility with a deep water jetty, storage tanks and gas-fired power station at Ballylongford, Kerry.

But their plan to bring fracked gas from the US to Ireland has been mired in controversy since the High Court quashed their planning application in 2020.

The state backed away from the plans in its 2020 programme for government but a new application has divided political views since Russia’s war on Ukraine sparked gas supply fears.

Tánaiste Leo Varadkar said in January a new application would not be blocked if approved by planners and has since met with the firm behind the project, but Environment Minister and Green Party leader, Eamon Ryan, told An Bord Pleanála it shouldn’t be permitted “under any circumstances”.

This week activists from Ireland and the US have been gathering at a week-long climate camp in Kerry to voice their opposition to the plan.

Speaking out in support of the protesters, Hulk star Mark Ruffalo said: “I’m proud to support the Climate Camp in Ireland that is raising awareness about the dangers of the proposed Shannon LNG terminal that would import gas from Pennsylvania and further devastate those communities.”

The actor says he lives near the proposed LNG export terminal along the Delaware River.

“Ireland rightly banned fracking because of the environmental and public health impacts and should reject this terminal for those very same reasons,” he added.

In their application for planning permission, Shannon LNG propose a 600 megawatt gas-fired electricity generator, an LNG terminal and batteries to store up to 120 megawatts of power. The terminal would import natural gas that has been cooled for the purposes of transport. A floating plant will reheat the liquid so that it becomes gas. From there it will be supplied to the power plant and national supply network.

The site notice that Shannon LNG put up says that the terminal will be able to supply up to 22.6 million cubic metres of natural gas per day.

An Bord Pleanála is due to make a decision on the €650m plant in September.

The United States will supply more liquid natural gas (LNG) to the European Union to help it reduce its reliance on gas supplies from Russia, President Joe Biden has announced.

“Today we’ve agreed on a joint game plan toward that goal while accelerating our progress toward a secure clean energy future,” Mr Biden said in a statement.

“This initiative focuses on two core issues, one helping Europe to reduce its dependency on Russian gas as quickly as possible and secondly, reducing Europe’s demand for gas overall,” he said.

The agreement will see the US work to deliver at least 15 billion cubic metres of LNG to EU states by the end of 2022.

Under the agreement, EU member states will work to ensure demand for 50 billion cubic meters of US liquefied natural gas until at least 2030. LNG imports from Russia stood at around 14 billion to 18 billion cubic meters annually in the past years.

However, there are no LNG terminals in Ireland to receive shipped gas, and the Government has frozen plans to build any. Planning permission for a terminal on the Shannon Estuary backed by US firm New Fortress Energy has been delayed.

Ireland’s dependence on oil and gas leaves the country “acutely exposed” to Russia’s war in Ukraine, even if Moscow is not supplying our energy, the National Competitiveness and Productivity Council’s (NCPC) said in an energy bulletin this week.

It also said that an LNG terminal could ease supply concerns if its construction did not cost more than transporting gas through Ireland’s two pipelines connecting to Scotland.

President Biden and European Commission President Ursula von der Leyen announced the pact – which includes the formation of a joint task force – ahead of an appearance together on Friday in Brussels following Mr Biden’s meetings on Thursday with NATO, the Group of Seven and EU leaders.

In Berlin, Germany unveiled its own plan to dramatically reduce Russian fossil fuel imports and make the country almost completely independent of Russian gas by the middle of 2024.

The country is aiming to halve imports of Russian oil by mid-year while rapidly reducing its dependency on the nation’s gas and coal, Der Spiegel magazine reported, citing an economy ministry paper. Russian gas could account for as little as 30 per cent of imports by the end of the year, down from more than half currently, while the aim is to reduce oil imports almost to nothing by then, the magazine quoted the paper as saying. Purchases of Russian coal should end by the early summer.

Currently, European buyers are competing with Asian countries for the world’s limited supply of LNG cargoes.

The issue is critical as Russia is the EU’s biggest natural gas supplier, accounting for more than 40 per cent of imports. The EU also relies on the country for the biggest share of its coal and oil imports, and has struggled to shift its energy policy away from Moscow.

The primary goals of the joint task force – which will be chaired by a representative each from the White House and the European Commission – will be to diversify LNG supplies in line with efforts to combat climate change and to cut demand for natural gas.

It will “work to ensure energy security for Ukraine and the EU in preparation for next winter and the following one while supporting the EU’s goal to end its dependence on Russian fossil fuels,” according to a white House fact sheet.

The 27-nation bloc is aiming to replace this year nearly two-thirds of its total gas imports from Russia, which amounted to 155 billion cubic meters last year.

Global crude oil prices have soared to their highest levels since 2008, heightening pressure on the Government to move to cut excise duty on petrol and diesel.

The price of a barrel of Brent Crude — the European and international benchmark for oil pricing — for delivery in May briefly hit $140 a barrel in early trade on March 7 2022, following comments by US Secretary of State Anthony Blinken, but later fell again.

European natural gas prices also responded sharply following speculation that the flow of gas from Russia could be curbed, with benchmark Dutch TTF gas futures briefly hitting an all-time high of €345 per megawatt-hour.

Speaking on Sunday, Blinken said Washington was in “active discussions” with European nations about banning Russian oil imports as a further economic penalty against Moscow, although he stopped short of announcing an outright boycott.

Although energy products are exempt from sanctions, European and US companies are already buying less oil from Russia, which is intensifying pressure on the supply of crude from alternative sources.

This is had led to sharp price increases in the fortnight since the invasion with markets also anticipating that Russia could stop supplying oil to Europe in retaliation for sanctions.

While it takes up to eight weeks for increases in wholesale oil prices to trickle down to consumers in the form of higher petrol and diesel costs, prices in Irish forecourts have already risen sharply in the past 12 months as the economy reopened and demand returned.

Petrol and diesel prices rose by almost 30% and 32% in the year to the end of January, according to the Central Statistics Office.

Amid heightened concern about increases in the cost of living in Ireland, Tánaiste Leo Varadkar signalled on Friday that the Government could intervene on costs before the budget in October.
