What impact will the Deposit Return Scheme have on Irish business and consumers

Ireland is introducing a nationwide Deposit Return Scheme (DRS) on 1 February 2024 as part of its measures to combat waste and promote a circular economy. This move echoes similar schemes used across many countries worldwide with proven positive effects on waste reduction and recycling rates. The DRS has implications for businesses and consumers alike.

Customers purchasing plastic bottled or canned drinks which bear the Re-turn logo will pay a deposit of 15 cent or 25 cent, depending on the size of the container, which is refundable upon return to designated points. The Re-turn logo containers, with registered barcodes, will appear on the market from February 2024. Older stock without the logo can be supplied until mid-March and sold until the end May, meaning most drink containers sold nationwide will be part of the scheme.

The recent Future Consumer Index from EY reveals a global shift towards sustainability-focused consumers, increasingly acknowledging the reality of climate change and adjusting their consumption habits accordingly. The research discovered that 61% of people aim to be more conscious of the environmental impact of their consumption. Thus, the new DRS is poised to be a vital tool in steering consumers towards more eco-friendly practices.

The impact on B2B relationships in supply chains will be significant. Collaboration and strategic alliances are essential to reconfigure packaging, logistics, and recycling processes. Businesses should be planning to seize opportunities and mitigate the challenges presented by this measure.

Societal impact

Ireland, like all European countries, continues to grapple with an escalating plastic problem and continuing to meet set recycling targets. Consistent with approaches adopted by other European countries, the DRS has proven beneficial in boosting closed-loop circularity, waste reduction, and recycling rates.

Germany operates one of the most successful deposit return schemes, locally known as Pfandsystem, which ensures a record 98% return rate on eligible single-use drink containers. This success is due to the substantial deposit value and extensive, convenient return locations. In addition to facilitating the collection and recycling of single-use packaging, the German Packaging Law promotes refillable containers, which contributes to 42% of all beverages filled in the country. Germany updated its single-use deposit return system in January 2022, with plans for further modification in 2024, including the incorporation of single-use plastic bottles for milk-based drinks.¹

Significantly, one of the benefits of the DRS is the supply of clean, well-sorted materials, stimulating higher recycling rates among local businesses, and should have a domino effect for innovation in the material processing and recycling sector.

EY’s Future Consumer Index suggests that consumers are generally agreeable to sustainable government initiatives when they perceive value or no additional costs. However, the survey also found that only 47% say they are regularly recycling/repurposing products after use.

Therefore, the DRS provides an attractive option for consumers to redeem the cost as well as an incentive to create better recycling habits.

Retailer impact

Impacts on retailers hold both pros and cons that need to be considered. On the upside, it will enhance customer traffic and monetary incentives such as handling fees, and the scheme can contribute to an improved corporate reputation, while providing more comprehensive data for consumer intelligence.

Conversely, challenges include higher costs associated with collection infrastructure, alterations to retail floor space, possible staff training for new systems, and potential implications on staffing. Further challenges include cash flow, as customers are not required to return containers to their place of purchase and have the option of receiving a cash refund, leading to a potential delay in retailers’ reimbursement through the system.

Irish regulations also allow exemption from participation for certain retailers, such as those operating in spaces less than 250 square meters, ‘food to go’ shops, hospitality sector entities, and potentially online retailers. Yet, these exemptions necessitate further validation to ensure smooth operation amidst potential complexity.

Consumer impact

For consumers, the scheme may affect shopping budgets. 70% of consumers state that premium prices dissuade them from purchasing sustainable products so it’s important to consider how the DRS is positioned. Therefore, it must be clearly advertised that a full refund is available on the return of an undamaged container. Although all costs are refundable, consumers must adapt to the additional upfront cost, as well as an obligation to return bottles or cans to claim their refund and thereby minimise financial impact.

Also noteworthy is the possible increased volume of packaging to be stored and returned. Consumers might resort to more frequent shopping trips, potentially negating the scheme’s environmental benefits.

Moreover, the scheme might pose implications for consumers who rely on or prefer online shopping due to hectic schedules, accessibility issues, etc. These are considerations that need to be carefully addressed as the scheme begins to roll out.

Summary

The nationwide DRS will bring about significant changes for businesses and consumers. While the scheme is an important step towards creating a circular economy and improving recycling rates, it also carries challenges such as potential higher operational costs for retailers and additional upfront costs for consumers. Businesses must now strategically prepare for these shifts, while consumers will need to adapt their habits. It will require a collaborative effort to ensure the DRS becomes a successful, sustainable initiative for Ireland.

A Lotto player who bought their ticket at the Hilltop Service Station in Culleens, Co Sligo, has just days to come forward to claim their prize.

The Sligo player scooped their €36,687 prize in the Saturday 15th January draw after purchasing a Lotto Match 5 + Bonus ticket at the filling station.

As ticketholders have 90 days from the draw date to claim their prize, the claim deadline for the Lotto Match 5+Bonus prize is close of business on Friday 15th April 2022.

The winning Lotto numbers for the Saturday 15th January 2022 draw were: 02, 09, 16, 30, 37, 40 and the bonus 23.

Saturday 15th January marked the historic ‘Will be Won’ event in which a player in Mayo won the largest jackpot ever seen in the Lotto game in Ireland.

As the Lotto jackpot was capped at €19.06 million, the funds that would usually go to the jackpot flowed down to the next highest tier at which there was a winner and in that draw, this was the Match 5 + Bonus prize tier. 149 players all over Ireland shared a prize fund of almost €5.5 million at the Match 5+Bonus prize tier to win €36,687 each.

A National Lottery spokesperson has appealed to Lotto players in Sligo to check their tickets urgently to ensure that they do not miss the upcoming deadline to claim their prize.

Green Party leader Eamon Ryan has insisted that a planned hike to carbon tax must go ahead next month despite the soaring cost of living.

As backbench TDs from Fianna Fáil and Fine Gael revolt over the planned increase, Tánaiste Leo Varadkar said nothing can be done without the support of all three parties in the Coalition.

Mr Varadkar also warned that delaying the planned increase for May will mean double the pain in a few months’ time.

The issue is likely to dominate political party meetings and Dáil debate this week.

Mr Ryan said the Budget measure had already been decided upon and approved by the Dáil.

“My preference is for targeted measures to assist those in fuel poverty – not for cutting fuel taxes on a universal basis,” he said.

But the minister said he will bring measures to Government in the next two weeks to help people reduce their energy bills.

Meanwhile, Mr Varadkar warned Government rebels that giving up the increase, of €7.50 more per tonne of carbon dioxide emitted, “means a double increase down the line in October or next May”.

The revenue collected is being used to part-fund the fuel allowance, as well as warmer home retrofitting and green schemes for farmers, the Fine Gael leader said.

“So the impact on those programmes would have to be considered too,” he said.

Sinn Féin leader Mary Lou McDonald opposed the hike, saying: “What we don’t want is the levying of further increases on households and families at a time when people are trying to cope with spiralling inflation.

“It makes absolutely no sense for the State to propose to go ahead and levy these increases at a time when they know that families are really struggling. People are making the choice between heating and eating.

“The rationale for carbon taxes is to disincentivise over-use. It’s aimed at behavioural change. But spiralling inflation and the hardship that families are facing is effecting huge behavioural change, to the extent that older citizens are staying in bed and families are heating only one room. That’s how bad things are.”

Mr Varadkar warned the carbon tax rise “is already legislated for, so the Government position can only be changed by agreement of all three parties”.

A lucky winner from Ballina, Co Clare, has scooped a whopping €30,928,078 prize jackpot in Friday’s EuroMillions draw.

The winning ticket was sold by Larkin’s Gala in Ballina, Killaloe, Co. Clare and the ticket buyer has been announced as the sole winner of the EuroMillions Jackpot, matching five numbers and two stars making them Ireland’s latest multimillionaire after winning the life-changing amount.

Speaking about the win, Siobhan Larkin, store owner of Larkin’s Gala in Ballina, said: “When our visitors from the National Lottery arrived here on Sunday evening, I was totally overwhelmed and in quite a state of shock. I couldn’t believe that it was our store that sold the winning ticket worth €30.9 million.

“We are coming up to 21 years in business here this March so what a way this is to mark the occasion. The vast majority of our customers are locals so we hope that the winner might be a local too and wish them all the very best with their huge win.

“This win is going to be absolutely huge for the community. It’s become a bit of a running joke now as to where the winning ticket was actually sold, because of Ballina’s unique border location – was it Clare, Limerick or Tipperary? As proud Tipperary people, we’ll be claiming the win for Tipp!”

This is not the first Euromillions winner to have purchased a winning lottery ticket from a Gala store. Since 2020, more than €45 million of prize money has been claimed by winners who purchased their winning tickets at Gala stores including Rogan’s Gala in Clifden, Co. Galway (€7.3m); DeLoughry’s Gala, Talbot’s Inch, Kilkenny (€5.4m); Doyle’s Gala, Tullamore, Offaly (€25k); Gala Bosheen, Wexford (€500k);  Mulhern’s Gala, Crossmolina, Mayo (€305k); Minahan’s Gala, Clonakilty, Cork (€1m) and now Larkin’s Gala in Ballina, Co. Clare (€30.9m).

AS the tourism and hospitality sector in Northern Ireland sets its sights on a July 3 reopening date, local company Mercury Security and Facilities Management (MSFM) is helping businesses open their doors safely to staff and public.

Mercury has been working around the clock to support businesses since the outbreak of COVID-19 and now, with many retail outlets already open and dates in place for the licensed and hospitality trade,  the company is helping organisations get back to work as restrictions ease.

As well as providing security solutions to protect empty properties during lockdown, MSFM also offers a specialised deep cleaning service and supplies sanitisation stations to help organisations minimise risk to staff and visitors.
